The New USDA User Guide
was released in November, and appears to be designed to allay any fears that farmers and others may have about NAIS. However, it still doesn't define "voluntary." It doesn't deal with the reality of how small farms operate. It doesn't remove any of the past concerns that NAIS opponents have had before. This is a play on words.
